Lethbridge Housing Authority (LHA) is requesting detailed submissions from qualified and experienced service providers for a Scattered Site Intensive Case Management program.

LHA is the newest CBO in Alberta and is tasked with ending homelessness in Lethbridge. Through Provincial OSSI funding, we are looking for a service provider to deliver an intensive case management program for residents of Lethbridge who have a history of homelessness.

Case Management programs may cover a range of demographic groups, specifically Prevention/Rapid Rehousing for lower acuity participants, Case Management for Mid-Acuity participants, and Case Management for High-Acuity participants. This Case Management is expected to have no other qualifiers besides the acuity level. Applicants are not required to provide all three levels of Case Management, but can should the applicant see an opportunity within their program to successfully support participants of various acuity levels.

There is room for negotiation as we understand that there are many operating costs outside of the control of the agency that will need to be considered.
Best Practice caseloads would be 15-20 per staff, depending on the acuity of the participant (this structure can be managed somewhat by the agency, though Case Management best practice considerations are to be utilized). With this in mind, the September 2023 By Name List had identified 283 unique participants who are currently accessing the Shelter or Case Management/Outreach programs. We recognize that this contract may not have the capacity to support each of these individuals, but knowing the scale and scope may be helpful for system planning. This program is outcomes based, moving participants forward on a self-directed, recovery oriented journey – please see the definition of recovery in the LHA CBO Housing and Support Handbook.
Depending on the size of the program and how much of the Program Manager’s time is dedicated to the program, some or all of the Program Manager costs will be covered under Wages & Benefits. Please clearly identify that within the ask on the Budget form.
Programming space can be charged to program budget as Direct Client Costs.

Under the initiative known as STAIR (Strategies, Transition, Increase Capacity, and Recovery) Grants, the LHA will work in partnership with the community to maintain its crucial role in addressing homelessness in Lethbridge. By fostering strategic approaches with a recovery-focused lens, facilitating transformative changes, increasing capacity, and providing essential resources, LHA aims to make significant progress in the fight against homelessness.
